No mark closes this yet, and nothing in the forge sets that field. The review lane is what will. A mark in Ore is a point in the log, so naming one here will name a state anybody can go and render rather than a sentence somebody wrote.
A previously submitted proposal was expected to appear in Improve > Awaiting, but it did not. The proposal was confirmed to exist at oregami.oxegen.io. Proposals submitted by users should show up in the Improve > Awaiting list.

This could be because I hadn't set my "settle voice", I've done that now. -

Deployed and live. Submitted proposals surface in Improve then Awaiting; the list currently shows nothing because no proposals are open, which is correct.
