Do not fill the input box with workspace instructions when focus returns to an existing daimon chat mid-session

When I restart/refresh the app and the focus automatically returns to a daimon chat, the input box gets filled with workspace instructions, e.g. "Note code/dev_handover, ...". These workspace instructions are expected at the start of a new daimon session, not mid-session. On restart/refresh, the app should distinguish between resuming an existing daimon chat and starting a new one, and only pre-fill the input box with workspace instructions for a new session.

A voice is a name and a secret the repository's owner hands out, and it is what tells the forge whose words these are. Replying works with any voice at all. Reading needs nothing.

Decide

Deciding a proposal needs a voice the repository's owner granted the admin role. Raising a role is the owner's decision, and this page cannot ask for one.
