Nobody has proposed anything yet. A proposal stands on its own, saying what should change, and it can be opened before the code it is about has been written. The other place this forge carries somebody's words is an anchored note, and a note has to name bytes that already exist.
A proposal is part of the history. Opening one writes an operation, saying something writes another, and deciding one writes a third, so a copy of this repository carries the whole backlog and the argument behind every entry in it rather than a list of titles. The ballots stay out of the history, because a vote in it would name its voter to everybody holding a copy, for ever. The tallies are published and the ballots stay on this forge.
