Propose something

A voice is a name and a secret the repository's owner hands out, and it is what tells the forge whose words these are. Ask the owner if you have not been given one. Reading needs nothing at all. An owner hands one out by inviting somebody.

A proposal is part of the history. Opening one writes an operation, saying something writes another, and deciding one writes a third, so a copy of this repository carries the whole backlog and the argument behind every entry in it rather than a list of titles. The ballots stay out of the history, because a vote in it would name its voter to everybody holding a copy, for ever. The tallies are published and the ballots stay on this forge.
